Agenda Highlights & Keynote Speakers

This year’s agenda tackles the pressing issues HFAs are navigating — from financing tools and program design to compliance, technology, and long-term sustainability. It’s designed to give agency leaders practical strategies while also sparking the bigger-picture conversations that shape the future of affordable housing.

Two keynote speakers will help frame those conversations. Shaun Donovan, CEO of Enterprise Community Partners, will bring his decades of leadership in housing policy and community development, offering perspective on the national landscape and how federal priorities intersect with HFA work. His experience advancing fair housing, strengthening disaster recovery efforts, and addressing homelessness will resonate with agencies charting their own strategies at the state level.

On a different but equally important note, Jesse Israel, founder of The Big Quiet, will guide attendees in thinking about leadership, resilience, and well-being. At a time when HFA teams face rising demand and rapid change, his insights on mindfulness and performance provide tools to sustain both individuals and organizations for the long haul.

Together, the agenda and keynote sessions balance the “what” of housing policy with the “how” of leading effectively in a demanding environment.

Our Shared Mission

For over 50 years, the National Council of State Housing Agencies (NCSHA) has been at the forefront of advocating for affordable housing. Their mission is to advance, through advocacy and education, the efforts of state Housing Finance Agencies (HFAs) to provide affordable housing to those who need it. NCSHA’s work has been instrumental in shaping policies that support the development, rehabilitation, and financing of affordable homes across the nation.

In 2025, NCSHA continues to drive progress through initiatives like the Equitable Housing Finance Plan, aiming to expand access to down payment assistance programs and enhance the searchability of Federal Home Loan Bank affordable housing offerings. Their advocacy efforts have also led to significant changes in federal programs, such as the FHA-HFA Risk-Sharing Program, ensuring that HFAs have the tools needed to meet the growing demand for affordable housing.
